When driving during heavy rain, visibility issues can significantly impair a driver's ability to see the road and surrounding environment clearly. Glare from other vehicles' headlights is a common issue because rainwater creates a reflective surface on the road. This reflection can amplify the brightness of headlights, making it difficult to see other vehicles, road signs, and potential hazards. This glare, combined with rain droplets on the windshield, can lead to a dangerous driving situation where the driver struggles to maintain proper visibility.

While flooded road surfaces and frequent fog formation are relevant safety concerns in rainy conditions, they do not directly impact visibility caused by reflections and glares in the same manner as headlights do. Imagining that the road is dry contrasts sharply with the reality of wet conditions and does not address the visibility problems posed by rain. Therefore, the issue of glare from other vehicles' headlights is particularly critical during heavy rain as it directly affects a driver’s ability to navigate safely.
